State Policy in Practice: Challenges Posed by Waiver Waiting Lists

Summary
More states are using money follows the person and institutional transition programs to rebalance their long-term care systems. One major challenge they face is the decision to give certain individuals priority access to services when there are home and community-based services (HCBS) waiver waiting lists. This State Policy in Practice brief describes how selected states develop and maintain waiting lists and whether they are giving service priority to certain groups of people on a waiting list.
