The realization that community based services, in conjunction with the Nursing Facility Transitions Grant, would support individuals in their homes and their communities led to discussions as to ways to partner within the State of Wyoming to ensure that these individuals would be safe and secure within their environments.
The Wyoming Department of Health/ Aging Division staff who oversee the Nursing Facility Transitions Grant, Dorothy Thomas and Marcia Harvey, who oversees the Ombudsman Program worked in partnership with Jan Stiles, Adult Protective Services/Department of Family Services to develop and implement a standardized Vulnerable Adult Abuse Awareness Kit.
The kits (5) were provided to the Aging Division, Adult Protective Services, Ombudsman, Developmental Disabilities Division and the Mental Health Division. The Mental Health Division provided state funding for the purchase of kit materials in addition to monies provided from the National Family Caregiver Support Program. In addition 20 kits will be distributed to the local Adult Protective Service and Ombudsman offices throughout the state. A core group of individuals were identified to provide on-going training and support as to the use of the kits. The intent of the project is that a trained individual present the kit in conjunction with the local Adult Protective Service worker. In this format, questions specific to the Adult Protective Services policies and procedures may be addressed and the partnership will be visible to the communities.
It is further the intent of this project that on-going state-wide presentations occur to staff, families and communities with a goal to increase awareness of the abuse and exploitation of vulnerable adults and to raise a level of expectation of all people to report alleged incidents. The Aging Division is committed to address the staff training issue during annual site assessments and an evaluation and presentation form have been provided so that feedback may be obtained from presenters and audiences.
The kits contain three videos, a CD of the power point which addresses Adult Protective Statutes and definitions, overheads, handouts, resource materials and forms. In addition this partnership developed 2500 clipboards that were also provided on a state wide basis. They contain the Adult Protective Services Act on the front and the signs and symptoms of abuse, neglect and exploitation on the reverse side. These clipboards have been provided to hospitals, home health care agencies, youth programs, agencies, Senior Program providers and the community at large.
